Founded on March 16, 2002, LEAP is made up of current and former members of the law enforcement and criminal justice communities who are speaking out about the failures of our existing drug policies. Those policies have failed, and continue to fail, to effectively address the problems of drug abuse, especially the problems of juvenile drug use, the problems of addiction, and the problems of crime caused by the existence of a criminal black market in drugs. Although those who speak publicly for LEAP are people from the law enforcement and criminal justice communities, a large number of our supporting members do not have such experience. You don't have to have law enforcement experience to join us. By continuing to fight the so-called "War on Drugs", the US government has worsened these problems of society instead of alleviating them. A system of regulation and control of these substances (by the government, replacing the current system of control by the black market) would be a less harmful, less costly, more ethical and more effective public policy. With more than 21,000 dues-paying members and more than 100,000 e-mail subscribers, the Marijuana Policy Project is the largest marijuana policy reform organization in the United States. Incorporated as a nonprofit organization in 1995, MPP works to minimize the harm associated with marijuana — both the consumption of marijuana and the laws that are intended to prohibit such use. MPP believes that the greatest harm associated with marijuana is prison. To this end, MPP focuses on removing criminal penalties for marijuana use, with a particular emphasis on making marijuana medically available to seriously ill people who have the approval of their doctors.

Therapeutic Help from Cannabis for Multiple Sclerosis.
THC4MS is a Medi-weed Co-operative based in the UK that promotes the use of cannabis chocolate bars free of charge for Multiple Sclerosis sufferers. All that is required to be accepted is a Doctors note confirming diagnosis of MS. THC4MS was originally founded in 1993 as a self help group working along side groups such as Alliance for Cannabis Therapeutics (ACT) run by our good friend Clare Hodges a fellow MS sufferer following a chance meeting of several MS sufferers who appeared on The Kilroy show.
THC4MS worked as a first point of contact for MS sufferers who wished to use cannabis as a medicine, but who had no access to it. Time after time the same two questions were being asked, Where can I buy some cannabis? and I have some cannabis in a pot in my cupboard that so and so gave me, but I do not know what to do with it? Thc4ms through networking with other Medi-weed co-ops were able to direct the MS sufferer to the Medi-weed co-op most suited to the MS patients needs.
During this time THC4MS became aware of the work of Biz Ivol of Orkney also an MS sufferer. Biz was producing cannabis chocolate bars for her friend Bill Reeves an MS sufferer who lives on the next island who wished to use cannabis as a medicine, but did not want to smoke. Thc4ms at this time was producing herbal cannabis and giving it away to a small group of MS sufferers in emergency situations only ie:-their normal route of supply had exhausted and began to send herbal cannabis to Biz so she could produce the cannabis chocolate bars. Thc4ms also started making small amounts of Canna-choc for MS sufferers who were worried about smoking and distributed it free of charge.

Upon entering the new millennium, our nation marked the end of the most punishing decade in our people's history. More people began a prison or a jail term in the United States during the '90s than any other decade on record. There are now over two million incarcerated in the country often called "The Land of the Free." It is no secret that punitive drug laws fuel this terrible rush to imprisonment. By studying drug law convictions over the past twenty years, researchers have produced alarming figures. The number of people sent to jail or prison for drug law violations increased more than tenfold. One in four prisoners in the United States is serving time for a drug law violation. In the federal system, these people make up 55% of the prison population. Prison punishment increased dramatically with laws in the mid 1980's -- laws that created Mandatory Minimum sentencing, the US Sentencing Guidelines, and abolished parole. Today the Sentencing Guidelines are advisory, but those sentenced before 2004 are unlikely to be granted any retroactive relief.

Potty pop performer Dean Friedman has ditched plans to give away cannabis seeds to his fans at The Stables after facing a joint ban by the venue and local police.
Self-confessed pot smoker Friedman was booked to play at the Wavendon concert theatre, founded by John Dankworth and Cleo Laine this month as part of his 25th anniversary UK tour.
But then it was revealed that not only is the American hippy singer-songwriter sponsored by a firm that sells cannabis seeds but he promised to give away dozens of them to the first ten people to buy his new CD at the concert.
He insisted the transaction was perfectly legal... "as long as it doesn't rain and the seeds don't get wet!"
"Everything we are doing is perfectly legal. If it rains though and the seeds start to germinate...uh, we may have a problem," he told the Tuesday Citizen last week.
Friedman, whose new album includes a song called 'Doint, Doint. It's Just a Little Joint", is billed by The Stables for the show on October 21, as "one of today's pre-eminent songwriters and recording artists".
But yesterday (Monday) Stables chief executive Monica Ferguson said following discussions Friedman had agreed to not to distribute free cannabis seeds at the concert.
"We would like to reinforce that, as a music education charity, The Stables does not condone the promotion of illegal substances in any way," she said.
Mr Friedman had earlier told the Citizen: "I have been mistakenly perceived as 'Mr Middle of the Road' for quite a while."
"Now I feel I will finally be acknowledged as the shiftless, irresponsible, pot-smoking, sex-crazed, Commie-radical lunatic I actually am," he said.
At first the Stables staff were so shocked when they heard of the proposed pot offer they were convinced it was a joke.
"This has to be a wind-up," said a spokesman.
But Fiona Duff of Friedman's PR company Duff Promotions confirmed: "It's true. It is not illegal as long as the seeds do not germinate. It's a free country – people can do what they want with them."
Milton Keynes Police said, "It is illegal to cultivate cannabis. This sort of thing sends out the wrong message.
"We would urge people to stay away from drugs,' said a spokesman.

 The Legalise Cannabis Alliance
.The Legalise Cannabis Alliance (LCA) was formed to make the legalisation of cannabis a major issue in British politics.
In 1992, a group of Norwich people had become dissatisfied with the legalise cannabis campaign at the time and felt that more action was needed. At the inspiration of Jack Girling of Norwich and following a particularly large local police operation with the incarceration of several people without bail on conspiracy charges, a meeting was held and the decision made to form the CLCIA (Campaign to Legalise Cannabis International Association). The aim was to campaign for the legalisation of cannabis throughout the world and to secure the release of all "cannabis prisoners" - a big task for them since they lacked both financial resources and experience. The tactic of the CLCIA was to run both political and educational programmes. The CLCIA would try to field candidates in elections in order to encourage a political debate.
The CLCIA was founded by these Norwich people: Jack Girling, Tina Smith, Cathy Dugdale, Alun Buffry, John Davies, Bob Wilton, Ingrid Waters, Martin Wyatt, John Adam, Charlie Bristow and Alan H Smith. Mandatory minimum sentencing laws require harsh, automatic prison terms for those convicted of certain crimes, most often drug offenses. Congress enacted mandatory minimums in 1986 and toughened them in 1988 to apply to drug conspiracies and certain gun offenses. The sentence is determined solely by the weight and type of drug, or the presence of a firearm during a felony offense

Congress enacted mandatory minimum sentencing laws to catch drug “kingpins” and deter drug sales and use. But the laws undermine the American tradition of justice by preventing judges from fitting the punishment to the individual's role in the offense. Because of mandatory sentencing laws, the population of federal prisons has soared and they are filled with low-level, nonviolent drug law violators – not the “kingpins” mandatory sentences intended to apprehend. .
 The Ohio Patient Network is a 501(c)(3) non-profit coalition of patients, caregivers, activists and medical professionals who support the compassionate use of cannabis for various medicinal purposes. Our mission is to coordinate information between patients, medical professionals, and attorneys, as well as to educate the public and keep the interested current with the movement`s news.

 Pacific Drug Policy Initiative
A rational alternative to war on drugs which peacefully reconciles the objectives of prohibition and decriminalization. The mission of the Pacific Drug Policy Initiative is to prepare the way for creation of a future organization, tentatively named the Pacific Drug Policy Institute. The Institute is intended to be a nonprofit corporation. Its role will be to improve the quality of information available to the media, the general public, and the institutions of public policy formation through a program of social science research and education relating to drug/crime epidemic, its social dynamics and effects, and the means and measure available for the epidemic's control. The Institute will pursue its mission by expediting the cooperation of researchers, scholars and practitioners in developing a new interdisciplinary field of drug/crime studies. Specifically, the Institute is to:
1. Conduct and fund research on a broad range of topics relating to drug/crime epidemic and its control,
2. Publish monograms on research findings,
3. Publish a Journal of Drug/Crime Studies,
4. Conduct conferences and seminars,

Chronicling the progress of the Legalise Cannabis Campaign: UKCIA accepts that for some people there is a complicated connection between cannabis use and mental health. Arriving at a greater understanding of this and promoting policies designed to protect "at risk" people are amongst of our greatest goals. We take this issue very seriously and we've have done our best to highlight it for the past four years precisely because it's one of the strongest arguments for the legalisation of cannabis. We respect those for whom cannabis does have detrimental effects on their mental health. The term"reefer madness" is not a term of abuse directed at ill people or those who are honestly trying to raise awareness of the issue. If there is a vulnerable section of society at risk from cannabis we need to campaign for measures to protect them because none exist at the present time. What is my child's school teaching about drugs?
There's nothing unusual in this, and certainly doesn't mean the school has a drug problem. All schools must teach about drugs, alcohol and tobacco as part of the science curriculum, and many discuss the issues in their Personal, Social and Health Education (PSHE) programmes. However, teachers only talk about what is appropriate for the different age groups.
 The RSA Commission on Illegal Drugs, Communities and Public Policy was set up to take a fresh look at these questions and to try to untangle the complex knot of issues commonly referred to as 'the drugs problem.' The government's current drug strategy seeks to tackle drug abuse first and foremost as a means of reducing crime. Treatment is most easily accessed through the criminal justice system, and the success of the strategy is measured more in terms of crime reduction than by the more general criterion of 'harm reduction' - harm to drugs users and their families as well as harm to communities, the economy and the taxpayer.
